OpenAI, Uncle Sam, and the Five Percent “Prompt Tax

On CNN, the headline landed like a Silicon Valley jump scare: OpenAI in talks to give the Trump administration a 5% stake in the company. Not 0.5%. A full five. That is not a nibble. That is the government walking into the AI steakhouse and saying, “We’ll have a medium-rare slice of the future.”

Reuters says the Financial Times reported the talks, but Reuters also noted it could not independently verify the report and that OpenAI and the White House had not immediately commented.

The reported idea is simple but massive: as AI companies chase trillion-dollar valuations, Washington wants the public to share in the upside — not just get the bill when robots take everyone’s internship.

OpenAI has reportedly floated similar stakes from other major U.S. AI firms, with a structure modeled loosely on Alaska’s oil-funded public dividend system.

And this is not completely new. In 2008, during the financial crisis, the government took a 79.9% equity interest in AIG in exchange for emergency support.

In 2009, Treasury’s ownership in GM started at 60.8% before being reduced through stock sales.  

More recently, the Trump administration took a 9.9% stake in Intel, showing this new era is less “bailout” and more “America wants equity in the motherboard.”

The tech implication is enormous: AI is now being treated like oil, steel, chips, and defense — a strategic national asset. Whoever controls the models, chips, data centers, and energy supply may control the next economy.

Crypto is riding the same tunnel toward daylight. The White House created a Strategic Bitcoin Reserve and digital asset stockpile in 2025, while the GENIUS Act gave stablecoins a federal framework.   Translation: crypto is moving from basement casino to regulated Wall Street plumbing. Still weird, still volatile — but now wearing a tie.
